Pavan Kumar Varma was born in India and received his early education at some of the country's most distinguished institutions. He graduated in History from St. Stephen's College, Delhi — standing first in his class — and subsequently earned a degree in Law from the University of Delhi.
In 1976 he joined the Indian Foreign Service, embarking on a distinguished diplomatic career that would take him across continents and to the highest corridors of state. Over four decades he has served as Press Secretary to the President of India, Spokesman of the Ministry of External Affairs, and Director General of the Indian Council for Cultural Relations (ICCR).
His ambassadorial career reached its apex as Ambassador of India to Bhutan — a posting of singular strategic importance — and subsequently as Ambassador and Permanent Representative to Cyprus and Malta. He has also served as India's Ambassador in Moscow, Russia.
Beyond diplomacy, he has led a parallel life as one of India's most important public intellectuals, authoring over 30 books that span Indian sociology, civilisational history, Hindu philosophy, political thought, fiction, and poetry translation.
In 2025, Mr. Varma assumed the role of National Chief Spokesperson of the Jan Suraaj Party, continuing a political career that included serving as Member of Parliament (Rajya Sabha, 2014–2016) and as Advisor to the Chief Minister of Bihar.
